Creates the Radiologic Imaging and Radiation Therapy Board of Examiners to license and regulate radiologic technologists, radiation therapists, and related professionals performing imaging and radiation therapy procedures in North Carolina.

Requires licensing for radiographers, radiation therapists, nuclear medicine technologists, magnetic resonance technologists, cardiovascular invasive specialists, limited X-ray machine operators, and radiologist assistants, effective October 1, 2016.

Establishes an 11-member Board appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House, with members representing various radiologic specialties, educators, radiologists, medical physicists, and the public.

Sets education and examination requirements for licensure, including completion of accredited programs and passage of national certification exams (American Registry of Radiologic Technologists, Nuclear Medicine Technologist Certification Board, or equivalent organizations).

Provides exemptions for licensed practitioners, dental professionals, medical residents, students under supervision, federal employees, and ultrasound technicians; allows existing practitioners to continue practice until October 1, 2020, if they register by October 1, 2016.
