Establishes the North Carolina Statewide Reentry Advisory Council within the Department of Public Safety to provide information and recommendations on programs serving juvenile and adult offenders reentering the community.

Council shall identify reentry barriers, improve coordination of services among state and local agencies, establish job creation partnerships for individuals with criminal records, and promote evidence-based reentry strategies.

Council membership includes 3 members appointed by House Speaker, 3 by Senate President Pro Tempore, 3 by Secretary of Public Safety, plus representatives from district attorneys, public defenders, and ex officio members from the Correction and Attorney General offices.

Council members serving two-year terms shall be compensated according to existing state compensation rates for their respective categories.

Council must submit a progress report to the Joint Legislative Oversight Committee on Justice and Public Safety by February 1, 2016.
