Clarifies that "school personnel" in sexual offense laws includes employees of charter schools and nonpublic schools, not just public school employees.

Expands the definition of "school personnel" to include employees and independent contractors of charter and nonpublic schools who have significant access to students, including substitute teachers, bus drivers, clerical staff, and custodians.

Maintains the existing definition of "school personnel" under public school law (G.S. 115C-332(a)(2)) and adds volunteers at schools or school-sponsored activities.

Applies to offenses committed on or after December 1, 2015.
