Authorizes motor homes to operate as licensed mobile salons for the practice of cosmetic art under North Carolina Board of Cosmetic Art Examiners oversight.

Requires mobile salon owners to obtain a license ($25 annual fee), maintain a permanent business address, and submit monthly itineraries to the Board listing locations, dates, and hours of operation.

Mandates mobile salons be equipped with functional sink, toilet facilities, clean water supply, and waste water storage; prohibits cosmetic art services while the salon is moving.

Applies all existing cosmetic art shop licensure and operating requirements to mobile salons, including sanitation standards, inspection requirements, and posting of rules and licenses.

Subjects mobile salon operators to compliance with motor vehicle regulations (Chapter 20), vehicle safety codes, Americans with Disabilities Act requirements, OSHA standards, and all applicable local laws and ordinances.
