North Carolina General Assembly applies to Congress under Article V of the U.S. Constitution to call a "countermand amendment convention" as a single-issue convention for deciding whether a proposed countermand amendment should be sent to state legislatures for ratification.

Application constitutes a continuing request in accordance with Article V until legislatures of at least two-thirds of the states (34 states) have made identical or substantially similar applications.

Congress is directed to call the Countermand Amendment Convention within 60 days of receiving the 34th state's call for the convention.

Secretary of State shall distribute copies of this resolution to the President, U.S. Senate and House leadership, North Carolina's federal delegation, and presiding officers of all state legislative houses.

Resolution becomes effective upon ratification.
