Requires courts to provide copies of pretrial release orders to sureties and bail bond agents in addition to defendants, and terminates bail obligations when defendants are placed on probation through deferred prosecution or conditional discharge.

Prohibits professional bail bondsmen, bail agents, and runners with forfeiture judgments from executing bonds statewide until judgments are satisfied, expanding restrictions beyond county-level.

Changes bail bondsman and runner license renewals from annual to biennial cycles on July 1 of even-numbered years, with criminal history record checks conducted every other renewal cycle.

Increases renewal fees for runners from $60 to $120 and bail bondsmen from $100 to $200 biennially, and increases maximum collection agency bond amounts from $75,000 to $30,000.

Modifies criminal mediation procedures to charge a $60 dispute resolution fee in advance of mediation (not upon dismissal), extends mediation timeframes from 30 to 45 days, and allows criminal summons in addition to arrest warrants for mediation referrals.
