Exempts motor vehicles owned and operated by authorities created under Article 1 of Chapter 162A of the General Statutes from light-traffic road limitations established by the Department of Transportation.

Authorizes the Division of Motor Vehicles to issue permanent registration plates for motor vehicles owned and operated by public authorities created under Article 1 of Chapter 162A of the General Statutes.

Authorizes permanent registration plates for motor vehicles owned by incorporated REACT (Radio Emergency Associated Communications Teams) that provide services pursuant to a contract with a county or municipality.

Expands the definition of "public utility" in vehicle exemption provisions to include authorities created under Article 1 of Chapter 162A of the General Statutes.

Takes effect upon enactment and applies to violations committed on or after that date.
