Authorizes all constituent institutions of the University of North Carolina to implement energy conservation measures for existing buildings or utility systems without entering into a guaranteed energy savings contract.

Requires the Board of Governors to find that energy savings from the measure equal or exceed the total implementation cost according to an energy savings analysis.

If the implementation will be financed with debt, the energy savings analysis must project sufficient savings to cover debt service on any bonds to be issued.

Removes the previous restriction limiting this authority to only certain constituent institutions listed in subsection (e).

Effective upon enactment.
