Eliminates separate tuition rates for in-state nonpublic school students enrolled in North Carolina Virtual Public School (NCVPS) courses, charging them the same rate as public school students.

Out-of-state students continue to be charged a separate, higher tuition rate as determined appropriate by the State Board of Education.

Extends equal NCVPS access and pricing to students in nonpublic schools (Parts 1, 2, and 3 of Article 39), schools under Parts 1 and 2, and home school students.

Requires NCVPS Director to report annually to the State Board of Education on nonpublic school student enrollment numbers and associated instructional costs.

Appropriates $6,647,000 in recurring funds for fiscal year 2015-2016 to cover increased NCVPS enrollment and instructional costs for nonpublic school students, effective July 1, 2015.
