Modifies conflict of interest provisions for the Coal Ash Management Commission, Environmental Management Commission, and Coastal Resources Commission by changing mandatory executive order requirements to discretionary provisions, with all members now covered under the State Government Ethics Act (Chapter 138A).

Adds legislative restrictions prohibiting members of the General Assembly from serving on the North Carolina Longitudinal Data System Board, the Domestic Violence Commission, and the Governor's Crime Commission.

Removes legislators from the Governor's Crime Commission by replacing two House members and two Senate members with four public members appointed by the General Assembly upon recommendation of legislative leaders.

Removes one legislator from the Domestic Violence Commission by replacing one Senate member and one House member positions with additional public members (totaling two public members in each chamber's appointments).

Clarifies that members appointed to the North Carolina Longitudinal Data System Board by the General Assembly must be public members rather than legislators.
