Removes the requirement that newspapers have "paid" subscribers to qualify for publishing legal notices and advertisements.

Allows legal notices to be published in newspapers from adjoining counties or within the same district court district when no qualified newspaper exists in the county where publication is required.

Maintains existing requirements that qualified newspapers must have general circulation, be admitted to U.S. mails in the Periodicals class, and have been regularly published at least once weekly for 25 of the previous 26 weeks.

Effective upon becoming law and applies to all legal notices and advertisements published after the effective date.
