Requires parents to take responsibility for their children and emphasizes that parenthood is a significant ongoing responsibility regardless of marital status.

Promotes active participation of both parents in their child's life and contact with both parents when in the child's best interest, subject to abuse, neglect, and dependency laws.

Requires custody orders to include written findings of fact reflecting consideration of all relevant factors including domestic violence, safety, and the best interest of the child.

Eliminates gender-based presumptions in custody determinations and requires courts to consider joint custody upon request of either parent.
