Authorizes cities in North Carolina to allow parking meters to be activated by coins, tokens, cash, credit cards, debit cards, or electronic means instead of coins or tokens only.

Expands G.S. 160A-301 to permit multiple payment methods for on-street parking meter activation.

Requires parking meter proceeds to continue being used to defray costs of enforcing and administering traffic and parking ordinances and regulations.

Preserves existing special authority granted to specific municipalities (Wrightsville Beach, Carolina Beach, Kure Beach, Wilmington, Raleigh, Chapel Hill, Atlantic Beach, Beaufort, and Durham) under prior session laws.

Effective immediately upon becoming law (ratified August 19, 2015).
