Excludes burning of polyethylene agricultural plastic from air quality permit requirements when used in connection with agricultural operations related to growing, harvesting, or maintenance of crops.

Permits such burning only when the plastic cannot be feasibly recycled and the burning does not create a public nuisance or result in significant adverse impact on public health or the environment.

Modifies G.S. 106-950(a) to clarify that no air quality permit is required for the specified agricultural plastic burning, in addition to existing exemptions for fires near occupied dwellings.

Becomes effective upon enactment.
