Designates May of each year as Lupus Awareness Month in North Carolina.

Establishes a 15-member Lupus Advisory Council within the Department of Health and Human Services to advise the Governor and Secretary on improving health status for lupus patients in North Carolina.

Council membership includes scientists with lupus research experience, medical clinicians, representatives from nonprofit women's and health organizations, individuals diagnosed with lupus, and Department representatives appointed by the Governor, Speaker of the House, President Pro Tempore of the Senate, and the Secretary.

Council members shall serve staggered terms (initial terms of 1-3 years, then 4-year terms for most members) and receive per diem and travel expenses; council must elect its own chairperson.

Council duties include making recommendations to improve health status, identifying problems with existing laws and programs, examining healthcare financing and access, and reviewing health promotion and disease prevention strategies.
