Appropriates $20,615 for 2015-2016 and $41,854 for 2016-2017 to the State Education Assistance Authority to provide three scholarships per year to wounded warriors pursuing motorsports technology, management, race car technology, or similar programs at North Carolina community colleges or UNC institutions.

Allows the State Education Assistance Authority to use up to 3.5% of appropriated funds for scholarship administration, with the remainder allocated directly to scholarships.

Requires scholarship recipients to be North Carolina legal residents, admitted as undergraduate students, pursuing qualifying motorsports programs, and members or recent members (within 24 months) of the Army Warrior Care and Transition Program, Marine Corps Wounded Warrior Regiment, Air Force Wounded Warrior Program, or similar Navy or Coast Guard programs.

Requires recipients to maintain satisfactory academic progress to continue receiving scholarships in successive academic years.

Appropriates $20,000 for 2015-2016 and $20,000 for 2016-2017 from the Education Lottery Fund for marketing scholarships to wounded warrior programs at Fort Bragg, Camp Lejeune, and other armed forces facilities in the state.
