Rescind all previous applications made by the North Carolina General Assembly to Congress requesting a constitutional convention under Article V of the U.S. Constitution, regardless of when made or whether they sought limited or unlimited amendments.

Apply rescission to all extant applications regardless of their scope, whether they targeted specific subjects or proposed general unlimited amendments.

Require the Secretary of State to send certified copies of this act to the U.S. Senate Secretary, U.S. House Clerk, North Carolina's congressional representatives, and the U.S. General Services Administration.

Take effect upon becoming law without a specified effective date requirement.
