Requests the Joint Committee on the Library of Congress to approve replacing the statue of Charles Brantley Aycock with a statue of Reverend William Franklin "Billy" Graham, Jr. in the National Statuary Hall Collection at the United States Capitol.

Requests Governor Pat McCrory to extend his approval of the General Assembly's replacement request to the Joint Committee on the Library of Congress.

Creates a seven-member Statuary Hall Selection Committee with four members appointed by the President Pro Tempore of the Senate (including a Billy Graham Evangelistic Association representative) and three members appointed by the Speaker of the House.

Directs the Committee to select a sculptor, approve statue plans, and identify funding sources for all costs including sculptor fees, pedestal design, transportation, removal of the replaced statue, and unveiling ceremony.

Requires the Committee to report to the 2016 Regular Session and annually thereafter until duties are completed, at which point the Committee terminates.
