Expresses legislative intent to transition North Carolina's elementary and secondary testing system to competency-based learning assessments that measure student performance and growth.

Specifies that competency-based assessments should allow students to advance upon mastery, break competencies into explicit measurable learning objectives, provide meaningful assessment, offer differentiated support based on learning needs, and emphasize competencies involving application and creation of knowledge.

Directs the State Board of Education to evaluate the feasibility of integrating competency-based assessments into local school administrative units and the statewide testing system.

Encourages the State Board to examine competency-based assessments used in other states, analyze benefits and obstacles to implementation in North Carolina, and review relationships between competency-based assessments and innovative teaching methods such as blended learning and digital tools.

Becomes effective upon enactment.
