Senate Bill 532 Summary

• Expands the eugenics compensation program to include individuals involuntarily sterilized or asexualized under county authority, in addition to those sterilized under the Eugenics Board of North Carolina.

• County victims receive a single payment from remaining compensation funds after final appeals, rather than the two-payment system (initial and final) provided to Board victims.

• Extends the state's liability limitation to include asexualizations or sterilizations performed under county authority, capping liability to compensation authorized under the program.

• Allows taxpayers to deduct eugenics compensation payments from their North Carolina taxable income for tax years beginning before January 1, 2016.

• Takes effect upon enactment.
