Director of the Budget authorized to continue government operations at funding levels in effect on June 30, 2015, based on S.L. 2014-100, with some exceptions for nonrecurring items in House Bill 97 versions.

State employee salary schedules remain frozen at 2014-2015 levels with no automatic step increases, annual raises, merit bonuses, or other increments until authorized by General Assembly, except public school teachers' entry-level salary increases to $3,500 monthly effective July 1, 2015.

Appropriates $100,236,542 from General Fund to Department of Public Instruction for 2015-2016 fiscal year to fund changes in average daily membership in public schools.

Prevents State Controller from transferring unreserved credit balances to Repairs and Renovations Reserve Account or Savings Reserve Account on June 30, 2015.

Act becomes effective July 1, 2015, and expires August 14, 2015, serving as temporary continuing authority until a permanent appropriations act is enacted.
