Establishes the NC Works Career Coach Program to place community college career coaches in high schools for student career advising and dual enrollment awareness.

Requires memoranda of understanding between community colleges and local school boards specifying that community colleges hire, train, and pay coaches while schools provide office space, technology resources, and student record access.

Creates an advisory committee including representatives from the NC Community Colleges System, Department of Public Instruction, and NC Works to review applications for program funding requiring dollar-for-dollar local matching funds.

Appropriates $500,000 for fiscal year 2015-2016 and $1,000,000 for fiscal year 2016-2017 to fund career coach salaries and benefits.

Requires annual reporting by community colleges and the State Board of Community Colleges to the Joint Legislative Education Oversight Committee on program implementation, student counseling numbers, and student outcome impacts by October 1 each year.
