Creates "Know Before You Go" website section requiring the State Education Assistance Authority to provide students and parents with annual data on career options, employment projections, salary ranges, and college majors that fulfill labor market needs.

Mandates institutions provide aggregate outcome data by major including completion rates, transfer rates, financial aid percentages, average and median loan debt, average and median salary, employment rates within six months, and graduate school enrollment rates.

Establishes a coordinated and centralized residency determination process administered by the State Education Assistance Authority jointly developed with UNC, the North Carolina Community College System, and independent colleges and universities.

Allows the State Education Assistance Authority to access state tax information as necessary for administering the centralized residency determination process.

Requires community colleges to accept only the jointly developed residency classification and establishes a council of representatives from UNC, community colleges, and independent institutions to guide implementation of residency policies.
