Authorizes the Legislative Research Commission to study the rules governing practical training of law students adopted by the North Carolina Board of Law Examiners under G.S. 84-24 and codified in Title 27, Chapter 1, Subchapter C of the North Carolina Administrative Code.

Requires the study to examine the efficiency and effectiveness of current rules governing eligibility, certification, supervision, and activities of law students receiving practical training.

Directs the study to analyze the impact of current rules on law student education and legal training, and how practical experience interacts with law school curricula to benefit students, the legal profession, and the public.

Requires the study to review similar practical training rules for law students in other jurisdictions.

Mandates an interim report with recommended legislation to the 2015 General Assembly when it reconvenes in 2016, with a final report due to the 2017 General Assembly.
