Allows Certified Professional Midwives (CPMs) certified by the North American Registry of Midwives to provide prenatal, intrapartum, postpartum, and newborn care without criminal penalty.

Permits CPMs to practice in accordance with Standards for Practice of the National Association of Certified Professional Midwives.

Adds Article 10B to Chapter 90 of the North Carolina General Statutes to establish legal framework for midwifery practice by certified professionals.

Becomes effective July 1, 2015.
