Creates a requirements-based workforce development system in North Carolina that uses job market forecasts to guide allocation of education and training resources rather than focusing solely on job placement.

Requires the Department of Commerce to conduct analysis of the state's current and future job market in 2-year, 5-year, and 10-year increments to identify in-demand jobs.

Mandates the Department of Commerce submit an initial jobs forecast report by June 1, 2015, and updated forecasts biannually thereafter on June 30 and December 31.

Directs initial forecast reports to be submitted to the Senate Workforce and Economic Development Committee, the chairs of the Senate Base Budget/Appropriations Committee and House Appropriations Committee, and the Fiscal Research Division.

Aims to improve cost-effectiveness of workforce development by ensuring public education and training program funding decisions are based on accurate forecasts of business workforce needs.
