Requires the Department of Health and Human Services to establish regulations governing sanitation standards for deer processing establishments that donate venison to nonprofit organizations and food banks.

Adds "establishment that processes and donates deer" as a new category of regulated food establishment under North Carolina health and safety law.

Mandates the Secretary of Health and Human Services to inspect deer processing establishments at least once annually and establishes authority to set inspection fees to support the program.

Makes technical corrections to existing statutes by recodifying definitions and clarifying references in food safety regulations.

Takes effect October 1, 2015.
