Department of Health and Human Services shall identify public water systems within the same river basin that have adequate unused capacity and where interconnectivity would promote public health, protect the environment, or ensure drinking water compliance.

Department shall notify affected water systems of potential interconnectivity opportunities and the Local Government Commission shall assist systems with questions regarding liabilities and operational structure changes.

Systems that receive Department notification regarding interconnectivity must respond to any requests for additional information or discussion updates; failure to respond may delay approval of the system's construction or alteration applications.

Department may not require environmental impact statements or engineering reports under this interconnectivity provision.

Five hundred thousand dollars ($500,000) is appropriated to the Department of Administration for the 2015-2016 fiscal year for the Regional Water Supply Planning Revolving Fund.
