Establishes the North Carolina Progress Board as an independent entity administratively located within the Board of Governors of The University of North Carolina at North Carolina State University.

Board consists of 14 members: the Governor (chair), 7 Governor-appointed members, 3 House Speaker-appointed members, and 3 Senate President Pro Tempore-appointed members, with initial terms beginning July 1, 2015.

Board shall track progress on eight issue areas (Healthy Children and Families, Quality Education, High Performance Workforce, Prosperous Economy, Sustainable Environment, Technology and Infrastructure, Safe Communities, and Accountable Government) and submit a comprehensive report every five years beginning in 2016.

Board must submit annual reports to the General Assembly in odd-numbered years detailing social and economic trends, specific targets and milestones, and recommendations for government accountability.

Board shall hold public hearings, conduct policy research and benchmarking studies, and publish reports on policies, performance improvement, and best practices to achieve long-term state goals.
