Restricts public records access to North Carolina citizens only by replacing references to "people" and "any person" with "citizens of this State" throughout the Public Records Act (G.S. 132).

Adds exception allowing clerk of court and register of deeds records to remain accessible to any person, regardless of citizenship status.

Changes language in G.S. 132-1(b) to specify that public records are "the property of the citizens of this State" rather than "the property of the people."

Applies citizenship requirement to individuals seeking to inspect records, obtain copies, request certified documents, access computer databases, and petition courts for access to withheld records.

Becomes effective October 1, 2015, and applies to all requests for inspection or copying made on or after that date.
