Requires electric utilities to provide customers with electronic access to standard electricity usage data (current and historical data for at least 24 months) at no charge as a basic service component.

Allows customers to designate third parties to access their standard electricity usage data for a specific time period not exceeding three years, with utilities prohibited from discriminating against designated third parties.

Permits utilities to charge a reasonable fee (established by the Utilities Commission) to provide nonstandard electricity usage data to customers or third parties upon request.

Authorizes utilities to provide aggregate electricity usage data (with all identifying information removed) to third parties and the general public for energy efficiency and research purposes, subject to requirements that aggregate data contain sufficient customers that individual usage patterns cannot be deduced.

Requires utilities and third parties receiving electric usage data to maintain confidentiality of customer information, with the Utilities Commission empowered to adopt implementing rules.
