Allows Public Safety Answering Points (PSAPs) to appeal or request reconsideration of the 911 Board's decision to deny distribution for an expenditure.

Requires the 911 Board to establish procedures for appeals or reconsiderations of expenditure denials.

Requires denial decisions to be in writing and include the reason for denial, notification of appeal rights, and information about the appeal procedure.

Permits local government entities to use PSAP fund balances as of June 30, 2014, for public safety needs including costs not normally eligible under existing 911 fund rules, as long as essential equipment operations and maintenance are not impaired.

Becomes effective July 1, 2015.
