Clarifies procedures for obtaining a new certificate of title for a manufactured home that is removed from real property after the original title was cancelled.

Requires the owner to submit an affidavit with information about the home, verification that the home has been removed from the property, and verification of the identity of the current real property owner.

Requires written consent from all owners of recorded mortgages, deeds of trust, or security interests in the real property where the manufactured home was placed.

Mandates that the Division shall issue the new title in the name of the current owner of the real property upon which the manufactured home was located.

Becomes effective August 1, 2015, and applies to titles issued on or after that date.
