Clarifies that carrying firearms into State-managed agricultural fairs is unlawful unless otherwise permitted by rules adopted by the Commissioner of Agriculture and State Board of Agriculture

Allows the Commissioner of Agriculture, with State Board of Agriculture approval, to adopt rules permitting concealed handgun permit holders to carry handguns into State-managed agricultural fairs

Exempts certain persons listed in G.S. 14-269(b) from the firearms prohibition at agricultural fairs

Defines "agricultural fair" according to G.S. 106-520.1 and applies only to fairs on State property managed by the North Carolina Department of Agriculture and Consumer Services or State Board of Agriculture

Takes effect upon becoming law
