Creates a permanent North Carolina Statewide Poverty Task Force located within the Department of Health and Human Services.

Establishes a 15-member task force with members appointed by the Speaker of the House (5 members), President Pro Tempore of the Senate (5 members), and the Governor (5 members), including legislators and public experts in economic development, education, health, housing, and nonprofit organizations.

Directs the task force to identify long- and short-range poverty reduction goals and develop coordinated, integrated approaches to poverty reduction in the state with specific reduction targets.

Requires the task force to submit annual reports to the Governor and General Assembly by March 1 of each year with poverty reduction and economic recovery recommendations.

Effective July 1, 2015; members serve without compensation but receive travel and subsistence reimbursement according to existing state guidelines.
