Establishes the Historically Black Colleges and Universities Advisory Board composed of 17 members appointed by the President Pro Tempore of the Senate (7 members), Speaker of the House (7 members), and Governor (3 members), with at least 4 appointees from each legislative chamber and 1 from the Governor required to have attended or graduated from a historically black UNC institution.

Board shall study strategies to increase enrollment, retention, and graduation rates at historically black colleges and universities within the University of North Carolina system.

Board members receive per diem, subsistence, and travel allowances under state law, with meetings called by the Board Chair and a quorum of nine members required.

University of North Carolina General Administration shall provide meeting space, administrative support, equipment, and supplies to the Board.

Board shall submit preliminary findings and recommendations to the UNC Board of Governors by December 15, 2015, and a final report to the Joint Legislative Education Oversight Committee by March 15, 2016, with the Board terminating on March 15, 2016.
