Removes automatic license revocation as punishment for driving while license revoked (DWLR) under G.S. 20-28(a) and classifies it as a Class 3 misdemeanor instead of Class 1 for impaired driving revocations.

Creates new offense of "Aggravated Driving While License Revoked" (Class 1 misdemeanor) when license was originally revoked for impaired driving, point accumulation, or violations of restricted driving privileges under G.S. 20-179.3 or 20-17.8.

Classifies basic DWLR violations as non-moving violations for insurance and licensing purposes when person meets eligibility requirements, including being eligible for reinstatement or meeting requirements under child support or drug law statutes.

Modifies limited driving privilege provisions under G.S. 20-20.1 to reference the new aggravated DWLR offense rather than the standard DWLR offense, maintaining eligibility and compliance period requirements.

Effective June 1, 2015 for offenses committed on or after that date.
