Establishes the Teach for North Carolina Pilot Program in the Department of Public Instruction to provide scholarship loans to teacher assistants in Richmond, Scotland, and Anson County school systems pursuing teaching degrees.

Awards maximum of 30 four-year scholarship loans for 2015-2016 and 30 additional loans for 2016-2017, with each recipient receiving $7,000 annually ($4,500 for education costs, $2,500 stipend).

Forgives loans if recipients teach for 8 consecutive years in tier-one counties or 4 consecutive years in schools with D or F grades; requires loan repayment otherwise, with interest rates not exceeding 10%.

Appropriates $300,000 for 2015-2016 and $510,000 for 2016-2017, with $210,000 and $420,000 respectively dedicated to scholarships and remainder for administrative costs and staffing.

Directs UNC and community college systems to establish satellite programs and coordinate transitions for teaching majors; urges State Board of Education to modify licensure requirements for applicants with five years of exemplary teacher assistant experience and associate degrees.
