Allows the Department of Transportation to remove wrecked, abandoned, disabled, or other vehicles and cargo obstructing state highways, either with concurrence of law enforcement or independently (previously required law enforcement initiative with DOT concurrence).

Clarifies that removal authority applies to vehicles, cargo, or personal property that interfere with traffic flow or constitute hazards on the state highway system.

Maintains the requirement that in crashes involving serious injury or death, law enforcement must complete crash investigation before removal occurs.

Provides immunity from criminal and civil liability for law enforcement officers, DOT employees, and contractors involved in removing or disposing of obstructions under this section.

Effective immediately upon enactment and applies to obstructions arising after 12:01 A.M. the day following passage.
