Allows retirees hired by state employing units to retain their State Health Plan coverage options instead of being limited to bronze-level high-deductible plans required by the Affordable Care Act.

Creates a new eligibility category (subdivision 1a) for retirees determined to be "full-time" under Internal Revenue Code section 4980H, with employing units paying employer premiums for their coverage.

Applies to retirees who are employed by state agencies and do not qualify for standard permanent employee coverage under existing provisions.

Makes corresponding changes to retiree coverage eligibility rules to prevent duplicate coverage when hired retirees qualify under the new category or other specified subdivisions.

Effective July 1, 2015.
