• Creates Chapter 50D establishing permanent civil no-contact orders against sex offenders on behalf of crime victims, lasting the lifetime of the respondent without expiration.

• Requires proper notice and service of summons to the respondent, who must answer within 10 days; court may issue order by default if respondent fails to respond.
