Requires abortion facilities to undergo annual inspection by the Department of Health and Human Services and prohibits employment of anyone under 18 years old at certified abortion clinics.

Mandates physicians performing abortions after 16 weeks of pregnancy to record the method and results of gestational age determination, ultrasound measurements, and ultrasound images, and requires submission of this information to the Department of Health and Human Services.

Requires physicians performing abortions after 20 weeks of pregnancy to record and submit findings and analysis supporting a determination that continuing the pregnancy would threaten the woman's life or gravely impair her health.

Adds a new aggravating factor in sentencing law that the defendant knew or reasonably should have known a minor under 18 was witnessing the crime by sight or hearing without being involved in the offense.

Appropriates $500,000 to the University of North Carolina Board of Governors for fiscal year 2015-2016 to develop a state-of-the-art perinatal resource center at UNC Hospitals for families with complications detected by prenatal diagnosis.
