Requires prescribers and dispensers of controlled substances to review the controlled substances reporting system for the preceding 12-month period before prescribing or dispensing to a patient to determine medical necessity and appropriateness.

Exempts emergency situations where immediate action is necessary to preserve a patient's life or health from the mandatory review requirement.

Authorizes the Commission to adopt rules necessary to implement this requirement.

Violators are guilty of a Class 1 misdemeanor; if the violation is found to be intentional, the violation becomes a Class I felony.

Effective December 1, 2015, applying to offenses committed on or after that date.
