Amends G.S. 126-16 to add sexual orientation and gender identity or expression as protected classifications in state equal employment opportunity law for state agencies, departments, institutions, and local political subdivisions.

Expands G.S. 126-34.02(b) to include sexual orientation and gender identity or expression in discrimination, harassment, and retaliation claims for state employment applicants and employees.

Requires each local board of education to adopt nondiscrimination policies covering school personnel (employees, substitutes, contractors, and custodians) based on race, religion, color, national origin, age, sex, sexual orientation, gender identity or expression, and disability.

Prohibits the state or employers from providing preferential treatment, special rights, or special affirmative action programs based on sexual orientation or gender identity or expression.

Becomes effective upon enactment.
