• Prohibits law enforcement officers from engaging in discriminatory profiling based on race, ethnicity, national origin, disability, religion, sexual orientation, or gender identity in the performance of their duties.

• Requires all law enforcement officers to receive annual education and training concerning the prohibition on discriminatory profiling, proper data collection techniques, and domestic violence investigation.

• Authorizes counties and cities to establish citizen review boards with binding authority to investigate police misconduct (excessive force, abuse of power, discriminatory profiling), conduct hearings, and impose disciplinary actions.

• Requires law enforcement agencies to report homicide statistics to the Department of Public Safety including case resolution times, victim and offender characteristics, and geographic location within 60 days monthly.

• Mandates training for neighborhood crime watch program members established by counties and cities to educate them about discriminatory profiling and ensure they do not engage in it while performing their community watch duties.
