Appropriates $9,500,000 from the General Fund to the Department of Commerce, Division of Workforce Solutions for fiscal year 2015-2016.

Funds creation of mobile NCWorks Career Centers to serve counties without fixed centers, areas more than 30 miles from a fixed center, and areas with centers staffed only three days per week.

Supports displaced workers in the NCWorks Apprenticeship Program to develop job skills matching current market needs and future business relocation opportunities.

Directs funds toward maximizing Work Ready Communities applications and certifications while aligning economic development with local career centers under federal Workforce Innovation and Opportunity Act requirements.

Effective date: July 1, 2015.
