Modifies G.S. 150B-21.3A(d) to eliminate the requirement that rules be readopted "without substantive change" in order to avoid preparing a fiscal note.

Changes the fiscal note exemption so that agencies are not required to prepare a fiscal note whenever a rule is readopted during the periodic review process, regardless of whether substantive changes are made.

Applies to periodic reviews of existing rules occurring on or after the bill's effective date.

Effective when the bill becomes law.
