Repeals Section 34.27 of S.L. 2013-360 and related provisions from S.L. 2014-100 that previously restricted the Department of Transportation's use of private legal counsel.

Authorizes the Department of Transportation to engage private counsel for legal services related to department projects and workers compensation claims brought by department employees, without requiring written permission from the Attorney General.

Directs the Department to increase its utilization of private counsel to no less than 20% of new cases arising during each fiscal year.

Requires the Department to develop and report quarterly performance metrics to legislative oversight committees, including case cycle times, resolution rates, cost comparisons between in-house and private counsel, and procurement processes.
