Authorizes the Division of Motor Vehicles to send motor vehicle registration renewal notices electronically instead of by mail upon receiving written consent from the vehicle owner.

Requires the Property Tax Division to send combined tax and registration notices for classified motor vehicles, with the option to deliver electronically to an email address provided by the owner.

Allows the Division of Motor Vehicles to send renewal notices electronically in accordance with the Property Tax Division's procedures when the vehicle owner provides written consent.

Becomes effective January 1, 2016.
