Prohibits law enforcement agencies from using unmanned aircraft systems (drones) to photograph gatherings of persons on private property.

Removes the exemption that previously allowed law enforcement to photograph public gatherings on both public and private land.

Law enforcement may continue to use unmanned aircraft systems to photograph gatherings on public land only.

Applies to law enforcement agencies of the State of North Carolina and all political subdivisions of the State.

Effective upon enactment.
